Horisma, a multidisciplinary series that has been issued by Ledizioni
since 2014, decided to dedicate a publication about controversial
aspects of the new UE Regulation 2016/679.
The collection and exchange of personal data throughout the web
impact on our freedom, the economy and the society. But to
what extent does it can happen? What are the risks of using these new
technologies? What limits the European legislator can enforce to
regulate activities that go beyond EU borders?
These are just some of the questions that related with the
foreamentioned regulation and, on these basis, Horisma decided to issue
a new publication.
On May 4th 2016, the European Parliament published on the Official
Journal of the EU the new Regulation about “the protection of natural
persons with regard to the processing of personal data and on the free
movement of such data”, aimed to regulate the processing of personal
data in the public sector and in the private one, in the view of
abrogating the Directive 95/46/EC.
The Regulation as a legal tool is self-executing, meaning that it
doesn’t request to be transposed by the member States. Thus, starting
from May 25th 2018, only one framework will regulate the processing of
the personal data of European citizens.
A Regulation about such a sensitive topic, which mix law with
technological and sociological points of view, raise questions not only
about the difficulties on the application, but also about the
consequences of this legislation in the European market.
Some scholars have cast some doubts about the changing of the Regulation
in respect to the Directive 95/46, for example the idea of
“pseudonymisation” and the PIA practices, the enforceability of the
Regulation in countries outside EU and the new procedure for defining a
personalized level of risk related with data processing.
A comprehensive approach to the just mentioned problems must include
different fields like technology, neuroscience and social science.
The purpose of this call is to analyze the criticalities of the new
Regulation, with reference to sociological, anthropological,
philosophical and psychological point of view, but also to the related
risks, from a technical and social point of view.
Horisma wants to organize the volume, promoting the papers that
analyze the Regulation through a multidisciplinary lens.
Papers will be accepted in Italian and English.
Young researchers’ papers with a multidisciplinary approach will be
privileged.
Horisma will positively evaluate papers from different authors,
working in different fields.
Anyone interested in submitting an unpublished paper on these topics
is invited to send an abstract of maximum 1500 words and a paper of
maximum of 35000 characters (including notes, spaces and
bibliography) along with a CV.
Horisma will evaluate the different abstracts and will get in touch with
the selected authors for the delivery of the full paper.
Horisma reserves the right not to publish all the papers received,
according to its own unquestionable judgment.
